Shady Hills Combined-Cycle Facility

Location: Shady Hills, Florida
Industry: Power Generation

Project Overview

Incorp Industries was selected to support Kiewit’s EPC scope at SHCCF by providing critical scaffolding and insulation services for the construction of a new natural gas-fired combined cycle facility. This one-on-one configuration features a GE 7HA.02 combustion turbine generator (CTG), a heat recovery steam generator (HRSG), and a steam turbine generator (STG). The facility is located in Pasco County, Florida, and will be operated by Shady Hills Energy Center, LLC (SHEC), a subsidiary of Seminole Electric Cooperative.

Objective

Incorp is supporting this multi-phase EPC initiative with insulation and scaffolding services focused on heat conservation and personnel protection. The scope includes an estimated 32,000 linear feet of piping, 1,300 linear feet of ductwork, and 22,500 square feet of equipment insulation coverage. The SHCCF project also includes the development of a new 230-kV interconnection tie-line and related on-site infrastructure, approved by the Florida Department of Environmental Protection (FDEP) and supported by financing through the USDA’s Rural Utilities Service. Our role aligns with SHCCF’s broader goals of increasing energy efficiency and supporting the reliable integration of combined cycle power generation.

Application

Drawing on our experience executing multiple combined cycle power projects nationwide, Incorp is applying its estimating tool and labor studies to help streamline project execution. This proprietary digital labor forecasting platform enables rapid budgeting, efficient planning, and competitive pricing tailored to large-scale EPC environments.

To meet thermal, personnel safety, and performance demands, we anticipate the use of mineral wool insulation with aluminum jacketing on piping and equipment, and high-temperature blankets for turbines and ductwork. Field coordination and schedule predictability are essential given the project’s complex scope and technical specifications. Incorp’s familiarity with high-output facilities and its national reputation for delivering on-time, incident-free projects make it a trusted partner in complex builds like SHCCF.

Result

As of the most recent project milestone, Incorp’s scope of work is progressing safely and on schedule. Our ongoing contributions reinforce Kiewit's goals of efficient commissioning and high performance under regulatory and operational standards. SHCCF is poised to become a benchmark project in the region, and Incorp’s role reinforces our standing as the contractor of choice for the power generation industry.
